In each of these the item is cheap and the record is not. The cost of the failure — rework, a delayed handover, an incident that cannot be defended — is orders of magnitude larger than the consumable, which is why these are scoped against the consequence rather than the configuration.
These are not products off a price list and they should not be bought as though they were. Each needs a conversation about what goes wrong today, how often, and what it costs when it does — and if that conversation does not produce a real number, the application is not justified and we will say so.
